Tusker FC fined by FKF's FIB for failing to submit head coach Robert Matano's contract.

Tusker FC have been ordered by the Football Kenya Federation’s First Instance Body (FIB) to pay a hefty fine of USD 16,100 (equivalent to Ksh 2,584,050.00) for failing to submit the contract of its head coach, Robert Matano as required by the licensing body.

This decision comes as part of the FIB's strict enforcement of compliance with the National Club Licensing regulations.

In a detailed statement, the FIB explained that Tusker FC had previously informed the body, through the Club Licensing Manager (CLM), of their final stages of negotiation with some of their technical staff.

The club had committed to submitting all necessary contracts by the 23rd of August 2023. However, despite this commitment, Tusker FC fell short of fully complying with the requirements.

"It is on the said commitment that the FIB issued a license to Tusker FC to compete in the FKF Premier League (PL) 2023/24 season. In a bid to partially comply, on the 4th of September 2023, the Club submitted all the contracts save for the Head Coach’s," part of the statement reads.

Despite repeated reminders from the Club Licensing Manager, Tusker FC failed to submit the crucial contract or provide a satisfactory explanation for the delay.

This oversight contravenes Article 41 of CAF Club Licensing Regulations, which deems the Head Coach’s Contract a mandatory requirement.

As a result, the FIB, invoking Article 14 (a) and (b) of the CAF Club Licensing Regulations, has imposed a daily charge of USD 100 on Tusker FC. This fine accrues for each day of delayed submission post the August 23 deadline, as per the FKF Premier League catalog of sanctions.

All 18 clubs that qualified for the 2023/24 FKF Premier League based on sporting merit were granted licenses, contingent upon adherence to these regulations.

The FKF has made it clear that both Premier League men’s and women’s clubs must submit requisite applications each season and undergo mandatory spot checks to ensure continuous compliance.

Simultaneously, FC Talanta has also faced financial repercussions for regulatory non-compliance. The club has been fined USD 3,300 (Ksh 529,650.00 ) as a penalty for failing to present a Women’s team, a requirement clearly outlined in the National Club Licensing regulations.
