CHAN 2024: FKF President Issues Warning to Fans After CAF Slaps Ksh 2.5M Fine

FKF reaffirmed its commitment to a safe and disciplined tournament hosting after CAF's Ksh 2.5M fine during Harambee Stars' CHAN 2024 match against DR Congo.

The Football Kenya Federation (FKF) has been fined Ksh 2.5 million (USD 20,000) by the Confederation of African Football (CAF) following security lapses during Kenya's 1-0 victory over DR Congo at the Moi International Sports Centre, Kasarani on August 3, 2025.

CAF warned of further sanctions should similar incidents occur during the remainder of the tournament, which is being co-hosted by Kenya, Uganda, and Tanzania.

Following the fine, the Football Kenya Federation president, Hussein Mohammed, has spoken about the issue, urging fans to adhere to the rules from CAF.

CHAN 2024: FKF Respond to CAF Sanction

In a press statement, Hussein Mohammed addressed the situation, stating that FKF’s attention had been drawn to the concerns raised after Kenya breached CAF regulations during the CHAN 2024 match between Kenya and DR Congo, held on August 3, 2025, at the Moi International Sports Centre, Kasarani.

He reaffirmed Kenya’s commitment, as hosts, to delivering CHAN 2024 as a safe, inclusive, and dignified tournament, stressing that any acts of indiscipline not only compromised public safety but also damaged the country’s image and threatened future hosting opportunities, including preparations for the 2027 Africa Cup of Nations (AFCON).

While commending the majority of patriotic fans for complying with tournament rules and showing strong support for the Harambee Stars, he issued a stern warning to all fans and stadium-goers.

Hussein Mohammed urged them to strictly avoid carrying or using flares, smoke devices, or any prohibited materials, refrain from any form of aggressive or disorderly conduct, and comply fully with stadium security protocols and the CAF Code of Conduct for Spectators.

“Security operations will be significantly reinforced for the remaining fixtures. Any individuals found in violation will be ejected, arrested, and prosecuted per Kenyan law,” Hussein Mohammed added.

“We urge all Kenyans to uphold the highest standards of patriotism, discipline, and hospitality as we continue to host this prestigious continental tournament.

“Let us preserve the spirit and integrity of CHAN 2024 and demonstrate to Africa and the world that Kenya is a proud, capable, and responsible sporting nation.”

CHAN 2024: FKF Fined by CAF

A report from the CAF Security Officer detailed several violations of CAF's disciplinary code and safety regulations, including a stampede at Gate 11, unauthorised access to restricted security areas, and a motorcycle driver driving dangerously through the crowd.

The report also noted fans lighting fires behind the stands and security personnel denying access to the VVIP area for CAF officials and guests, including a member of the South African President’s security detail.

CAF issued three separate penalties to the FKF, Ksh 644,500 (USD 5,000) for the stampede and unauthorised entry, Ksh 1,289,000 (USD 10,000) for obstructing and assaulting CAF officials and guests, and an official warning regarding the fires. The FKF has 60 days to pay the fines.

In a separate incident, the FKF was also fined Ksh 644,500 (USD 5,000) for security breaches during the Morocco vs. Angola match, with Ksh 322,250 (USD 2,500) of that fine suspended pending no further violations during the tournament.

In a related incident, the Tanzania Football Federation (TFF) was also fined USD 10,000 for security breaches by their fans during a match against Burkina Faso at Benjamin Mkapa Stadium.
