According to The Athletic, Brighton have evaluated the matter internally and are determined to bring Milner to the Amex Stadium despite Premier League clubs being prohibited from making an approach to an out-of-contract player until the end of the season.

The club hopes that Milner will provide them with quality, experience, leadership, and depth - which could prove particularly valuable if they are able to qualify for European football next season.
Burnley, who recently regained promotion to the Premier League, are also thought to be interested in signing him as they look to strengthen their squad following their promotion.
Vincent Kompany, the club's manager, played alongside Milner at Manchester City and could provide him with an intriguing opportunity at Turf Moor.
