Sky Sports adds that Chelsea have no intention of loaning out the 21-year-old Englishman again, having already sent him to Dortmund for the second half of last season.
Chelsea are only willing to sell Chukwuemeka for a fee close to his release clause, which is £40 million.
The player himself wants to continue playing for Borussia Dortmund.
Last season, he made 17 appearances in all competitions for the Black and Yellows, scoring one goal.
Carney Chukwuemeka career
The highly-rated young midfielder, began his senior career at Aston Villa before making a high-profile move to Chelsea.
After struggling to secure consistent playing time at Chelsea, he was loaned to Borussia Dortmund during the 2024-2025 season.
During this loan spell, he made 17 appearances, scoring one goal.
Despite representing England at various youth levels, including winning the UEFA European Under-19 Championship in 2022, Chukwuemeka remains eligible to play for the Super Eagles of Nigeria at the senior level.
This is because he was born in Austria to Nigerian parents and has not yet made a competitive senior-level appearance for the Three Lions, which would officially tie him to the English national team.
The option to switch his international allegiance to the Nigerian national team, the Super Eagles, remains open to him under FIFA rules.
